HARTFORD, Conn. -?Jennifer Garcia stood alone before a judge with a stack of legal papers in her hands, answering questions about her personal life.

She has acted as her own lawyer in state Family Court in a paternity, child support and visitation case on and off for three years, but representing herself in a courtroom full of strangers still makes her nervous.

"Sometimes I get this gut feeling because you never know what the judge is going to say," said the 23-year-old single mother of two from Hartford.

Garcia is part of a crush of people who are representing themselves in the nation's civil courts because they can't afford lawyers, who typically charge $200 to $500 an hour. The boom has overwhelmed courts and sparked new efforts to get attorneys to meet what the American Bar Association says is its professional responsibility to offer free legal services to people in need.

The increase in self-represented parties stems from a recession that has left fewer people able to afford lawyers and created new waves of foreclosure, debt collection and bankruptcy cases, judges and lawyers say. Judges say self-represented people are slowing down court dockets because they typically don't know what legal points to argue or what motions to file.

"There's a crisis in this country," said John Levi, board chairman of Washington, D.C.-based Legal Services Corp., the nation's largest funder of civil legal aid for the poor. "Courthouses are being filled with people just showing up, trying to figure out what their rights are. If you're a low-income person and you have a legal need, it is not easy to get it addressed."

Legal Services has a 58-member pro bono task force comprising judges, attorneys, law school deans and other legal experts working on recommendations due out next month on how to get more lawyers to provide free services.

At a time of rising demand, LSC has been dealing with funding cuts. Federal government funding for LSC dropped 17 percent to $348 million this year, compared with $420 million in 2010. LSC funds 135 legal aid groups across the country and serves about 900,000 clients a year, but it has to turn away about the same number of people seeking help because of a lack of staff.

Less than 20 percent of the legal needs of low-income people are addressed with the help of a private or legal aid lawyer, LSC says.

And the number of Americans with incomes at or below 125 percent of the federal poverty level ? the income limit for qualifying for legal aid ? is expected to reach an all-time high of 66 million this year. A family of four earning 125 percent of the federal poverty level makes about $28,800 a year, government figures show.

Several states report high percentages of civil and family cases with at least one self-represented person. In Connecticut, 85 percent of the more than 45,000 family law cases in the 2011 fiscal year had at least one self-represented party.

Pro bono declines
Pro bono work by large law firms has declined in the past few years amid downsizing because of the economy, according to the July and August issue of ALM's The American Lawyer magazine. Average pro bono hours per lawyer in large firms dropped to about 54 last year, a 12 percent decrease from a 2009 peak, the magazine reported.

Laurel Bellows, a Chicago attorney and president of the American Bar Association, said the magazine's findings conflict with an increasing pro bono trend that she sees. The ABA has several pro bono programs including one that helps military families.

"The need is extraordinary," Bellows said about pro bono services. "You not only have the poverty level community, but also the middle class community. We're really very proud of our lawyers because they're stepping up to the plate and helping more people who need assistance."

An ABA survey last year said 75 percent of lawyers believe that people who represent themselves are more likely to lose their cases.

Court officials say the recession from 2007 to 2009 and its aftermath sparked new waves of foreclosure, debt collection and bankruptcy cases and left fewer people able to afford a lawyer.

Garcia, the Hartford mother, said she can't afford an attorney. After several court appearances, she said she is beginning to feel more comfortable representing herself.

State judicial systems have taken steps to deal with self-represented parties, including offering legal forms and help online and setting up court service centers to answer questions. Some states, including Illinois, Georgia and Arkansas, even have pro bono cellphone apps to help lawyers find volunteer opportunities.

But state officials are trying to increase pro bono work to help meet demand.

New York will become the first state in the country to require lawyers to do pro bono work ? 50 hours ? as a prerequisite for obtaining a law license starting next year. The state of Washington's Supreme Court in June approved a landmark rule allowing non-lawyers to offer pro bono help in some cases after they receive training.

In June, Connecticut Chief Justice Chase T. Rogers urged members of the Connecticut Bar Association to help address what she called her No. 1 concern: the increase in self-represented parties. Judicial officials also held a pro bono summit for lawyers and judges last fall.

"Our feeling was that we needed the lawyers, the legal community, to understand the problem. It was getting worse and worse," said Judge William H. Bright Jr., chairman of the Connecticut Judicial Branch's Pro Bono Committee, referring to people representing themselves.

Sharonne Martin believes Connecticut should provide public defenders for civil cases like it does for criminal ones. She's been representing herself for two years in Family Court in Hartford and is now fighting an attempt by the father of two of her three children to gain full custody of them.

"The pressure is overwhelming," Martin, 28, of New Britain, said about representing herself. "Just keeping up with the paperwork and being organized, it's nerve-racking. It's been hard because ... you're on your own."

(AP) ? Some of the most promising talent in show business was on the bill one day and night in 1955 at San Francisco's Purple Onion:

Eartha Kitt and Alice Ghostley; Paul Lynde and Robert Clary; a singer and dancer with the stage name Maya Angelou, and an eccentric former housewife, a few years older than her fellow performers, with the married name Phyllis Diller.

Angelou's family, including two small children (Clyde and Joyce), were seated in the front row. Years later, she would remember watching Diller and wondering how her guests would respond to her friend's "aura of madness."

"Black people rarely forgave whites for being ragged, unkempt and uncaring. There was a saying which explained the disapproval, 'You been white all your life. Ain't got no further along than this? What ails you?'" Angelou wrote in "Singin' and Swingin' and Getting Merry Like Christmas," a memoir published in 1976.

"When Phyllis came on stage Clyde almost fell off the chair and Joyce nearly knocked over her Shirley Temple. The comedienne, dressed outrageously and guffawing like a hiccoughing horse and a bell clapper, chose to play to the two children. They were charmed and so convulsed they gasped for breath."

The housewife soon became a star.

"AH-HHAAAAAAAAAAAA-HA-HA-HA!

Diller, the cackling template for Joan Rivers, Sarah Silverman and so many others, died Monday morning in her Los Angeles home at age 95. She faced the end, fittingly, "with a smile on her face," said longtime manager Milton Suchin.

Diller, who suffered a near-fatal heart attack in 1999, was found by her son, Perry Diller. The cause of her death has not been released.

She wasn't the first woman to crack jokes on stage; Gracie Allen had been getting laughs for decades playing dumb for George Burns. But Diller was among the first who didn't need a man around. The only guy in her act was a husband named "Fang," who was never seen and didn't exist.

"We lost a comedy legend today," Ellen DeGeneres wrote on Twitter. "Phyllis Diller was the queen of the one-liners. She was a pioneer." Tweeted Barbra Streisand: "I adored her. She was wondrous spirit who was great to me." Rivers added that she and her daughter had lunched with Diller last month.

"I'm beyond saddened by the death of Phyllis Diller. We were friends," Rivers wrote. "The only tragedy is that Phyllis Diller was the last from an era that insisted a woman had to look funny in order to be funny."

The Friars Club released a statement noting that in 1988 Diller was among the first women admitted ? legitimately. A few years earlier, she had snuck in for a Sid Caesar roast, dressed as a man.

Born Phyllis Driver in Lima, Ohio, she married Sherwood Diller right out of school (Bluffton College) and was a housewife for several years before getting outside work. She was an advertising writer for a radio station when the Purple Onion helped launch her. She made her network TV debut as a contestant on Groucho Marx's game show, "You Bet Your Life."

Diller, asked if she was married: "Yes, I've worn a wedding ring for 18 years." Marx replied: "Really? Well, two more payments and it'll be all yours."

She credited the self-help book, "The Magic of Believing" by Claude M. Bristol, with giving her the courage to enter the business. Over the years, she would recommend it to aspiring entertainers, even buying it for them sometimes.

Diller worked steadily for decades, in nightclubs and on television. She built her stand-up act around the persona of the corner-cutting housewife ("I bury a lot of my ironing in the backyard") with bizarre looks, a wardrobe to match (by "Omar of Omaha") and the faithful "Fang."

Wrote Time magazine in 1961: "Onstage comes something that, by its own description, looks like a sackful of doorknobs. With hair dyed by Alcoa, pipe-cleaner limbs and knees just missing one another when the feet are wide apart, this is not Princess Volupine. It is Phyllis Diller, the poor man's Auntie Mame, only successful female among the New Wave comedians and one of the few women funny and tough enough to belt out a 'standup' act of one-line gags."

"I was one of those life-of-the-party types," Diller said in 1965. "You'll find them in every bridge club, at every country club. People invited me to parties only because they knew I would supply some laughs. They still do."

She didn't get into comedy until she was nearly 40, after her first husband, Sherwood Diller, prodded her for two years to give up her advertising career. Through it all, she was also a busy mother. "We had five kids at the time. I don't how he thought we'd handle that," she said in 2006.

A Chicago Tribune columnist, describing her appearance at a nightspot there in 1958, noted she was from San Francisco, hailed her as "the weirdest, wildest yet" ? and made sure to mention her five youngsters.

Her husband managed her career until the couple's 25-year marriage fell apart in the 1960s. Shortly after her divorce she married entertainer Warde Donovan, but they separated within months. Through both marriages and other relationships, "Fang" remained.

"Fang is permanent in the act, of course," she once said. "Don't confuse him with my real husbands. They're temporary."

She also appeared in movies, including "Boy, Did I Get a Wrong Number" and "Eight on the Lam" with Bob Hope. Diller had a cameo in "Splendor in the Grass" and was among the voices in the animated "A Bug's Life."

In 1966-67, she was the star of an ABC sitcom about a society family trying to stave off bankruptcy, "The Pruitts of Southampton." Gypsy Rose Lee played a nosy neighbor. In 1968, she was host of a short-lived variety series, "The Beautiful Phyllis Diller Show."

But standup comedy was her first love. Although she could be serious during interviews, sooner or later a joke would pop out, often as not followed by that outrageous "AH-HHAAAAAAAAAAAA-HA-HA-HA!"

"It's my real laugh," she once said. "It's in the family. When I was a kid my father called me the laughing hyena."

Her looks were a frequent topic, and she did everything she could to accentuate them ? negatively. She wore outrageous fright wigs and deliberately shopped for stage shoes that made her legs look as skinny as possible.

"The older I get, the funnier I get," she said in 1961. "Think what I'll save in not having my face lifted."

She felt different about plastic surgery later, though, and her face, and other body parts, underwent a remarkable transformation. Efforts to be beautiful became a mainstay of her act.

Commenting in 1995 about the repainting of the Hollywood sign, she cracked, "It took 300 gallons, almost as much as I put on every morning." She said her home "used to be haunted, but the ghosts haven't been back since the night I tried on all my wigs."

She recovered from a 1999 heart attack with the help of a pacemaker, but finally retired in 2002, saying advancing age was making it too difficult for her to spend several weeks a year on the road. "I have energy, but I don't have lasting energy," she said in 2006. "You have to know your limitations."

Diller continued to take occasional small parts in movies and TV shows ("Family Guy") and pursued painting as a serious hobby. She published her autobiography, "Like a Lampshade in a Whorehouse," in 2005. The 2006 film "Goodnight, We Love You" documented her career.

When she turned 90 in July 2007, she fractured a bone in her back and was forced to cancel a planned birthday appearance on "The Tonight Show With Jay Leno." But it didn't stop her from wisecracking: "I still take the pill 'cause I don't want any more grandchildren."

Her other books included "Phyllis Diller's Housekeeping Hints" and "Phyllis Diller's Marriage Manual."

"Don't get me wrong, though," she said in a 1982 interview that threatened to turn serious. "I'm a comic. I don't deal with problems when I'm working."

Sudan plane crash kills 32 including minister

KHARTOUM (Reuters) - Thirty two people including a Sudanese government minister and other officials were killed when a plane taking them to an Islamic festival crashed in the south of the country on Sunday, state media said.

The plane went down in mountains around Talodi, a town in the border state of South Kordofan, while taking a delegation there to celebrate the Eid al-Fitr festival marking the end of the Muslim holy month of Ramadan, state news agency SUNA said.

The report blamed the crash on "bad weather conditions" but did not give further details.

The country's Guidance and Endowments (religious affairs) Minister Ghazi al-Sadeq was killed in the crash, along with Mahjoub Abdel Raheem Toutou, state minister for youth and sports, and Eissa Daifallah, state minister for tourism, antiquities and wildlife, it said.

Several people associated with the country's military, state security and state media also died in the crash, the agency added.

Abdel Hafiz Abdel Rahim, a civil aviation spokesman, had earlier told Reuters 31 people had been killed including the crew, but had no other details of their identities.

The report did not say whether the plane involved belonged to state-owned Sudan Airways or another carrier.

There have been several crashes in recent years involving Sudan Airways, whose fleet has been degraded by years of U.S. sanctions and other problems.

A Sudan Airways cargo plane crashed while taking off in the United Arab Emirates in 2009 and another cargo plane crashed shortly after takeoff from Khartoum in 2008.

Oil-producing South Kordofan borders South Sudan, which seceded in July last year. An insurgency broke out in South Kordofan shortly before South Sudan's independence.

The Sudanese government accused rebels of killing a state official and seven other people there in July, but there was no indication the insurgents were involved in the plane crash.

A spokesman for the main rebel group in the area, the Sudan People's Liberation Movement North, said it had nothing to do with the incident.

New Apple Store ?prototype? in Palo Alto has massive bandwidth for ...

Apple is building a new store in the heart of Silicon Valley with an extremely high-bandwidth connection to one of the Internet?s major hubs.

With the 16,600-square-foot, two-story store, Apple will be trying out a ?new prototype? of its retail environment, according to documents filed with the architectural review board in Palo Alto, Calif., where the store is located. Along with the familiar all-glass storefront and the prominent use of stone, the new store will include interior trees and a skylight.

It will also be linked to one of the busiest and highest-capacity access points on the Internet, the?Palo Alto Internet Exchange (PAIX), which will give Apple the ability to demonstrate bandwidth-hungry services ? such as live, streaming video ? to hundreds of individual customers at a time.

Photographs of the building site at 340 University Ave. in Palo Alto, as well as construction documents filed with the city of Palo Alto, strongly suggest the company?s plans. None of the public documents name Apple, and the storefront does not yet carry the company?s name, but multiple strands of evidence point towards the site?s ultimate tenant being Apple.

  • The architectural firm Bohlin Cywinski Jackson, which submitted the architectural review for the site in 2010, has designed many Apple stores around the world.
  • At the time of the architectural review, Palo Alto city officials were convinced Apple would be the store?s ultimate tenant, based on the details of the application. ?It was clear, when they said where the sign was going to go and when they talked about the project details, who the tenant would be,? an architectural review board member said, according to Palo Alto Online in 2010. ?It was just really obvious.?
  • The construction firm overseeing the remodel of the site is DPR Construction, which also built Apple?s flagship store in downtown San Francisco.

As for the location, it?s just one block from the current Palo Alto Apple store. But the new location is just around the corner from PAIX, on Bryant Street. Located in the old ?Telephone Co. Building,? PAIX is an interconnection point for Internet service providers including Equinix, Bell Telephone Canada, and others. Although crowded, this site still offers massive pipes for anyone who needs to send and receive a lot of data and wants to get its equipment close to the Internet?s major backbones. For instance, Facebook is a PAIX tenant.

PAIX is a high-security facility, whose windows have been replaced with opaque barriers. Guards and surveillance cameras guard the site. Behind PAIX and adjacent to the new retail storefront is a large private switching facility for AT&T.

Notably, the current construction connects the Apple store (or whatever it is) with both PAIX and the AT&T building. Plans filed with the city of Palo Alto call for a pedestrian tunnel, presumably leading between the Apple store and the telco facilities next to it.

Why would Apple need such high-bandwidth neighbors for its ?prototype? store? Well, one explanation is that it wants to give the best possible showing to new video services, such as a revamped Apple TV. The company was recently reported to be negotiating with cable companies to offer them an Apple-made set-top box that would work with cable services, and it?s reportedly building a Apple TV that will blur the distinction between live and on-demand video.

But what if Apple decided to offer an Apple TV that worked with its own internet service, bypassing the cable providers that have so far rebuffed it? It certainly has the data centers and high-bandwidth server centers capable of delivering live video; it?s long been a leader in streaming video over the internet.

If you were showing off video services to an eager public, you?d want to make extra sure that your storefront had the best, most reliable, highest-bandwidth connections to the Internet. In other words, you?d want to make those connections as close to major interconnection points as possible.

340 University Ave. would be a very good location indeed.

Could this be the rumored new Apple store in downtown Palo Alto, Calif.? It's got a glass front and is completely concealed by construction fabric. Maybe.

DPR Construction is the listed contractor on this Palo Alto building site. It's a construction firm that Apple has used before.

If you look down the alley next to the construction site, you can see that it extends to the neighboring building, as if the two are being connected to each other.

PAIX is housed in the old "Telephone Co. Building" in Palo Alto. Its windows have been replaced by opaque barriers and is protected by surveillance cameras and guards.

That building behind the new store is the "Telephone Co. Building," renovated in 1991. This building is the home of PAIX, the Palo Alto Internet Exchange, a major interconnection point for the Internet.

PAIX, the Palo Alto Internet Exchange, is home to rack after rack of switches and network cables, used by telcos and ISPs that need high-bandwidth connections to the Internet.

Walk further and you see that the construction curtain continues from the "old telephone building" to the current AT&T building, which is next door. It certainly suggests that whatever is being built at that storefront, it needs to be connected to PAIX and to AT&T.
