HUNTSVILLE, Alabama ? Huntsville officials have hired a consultant to develop a plan for marketing? areas of north and south Huntsville to retail developers.

The Shopping Center Group out of Atlanta, city officials announced this morning, will study the North Memorial Parkway corridor, the Jordan Lane corridor, the University Drive corridor in north Huntsville and the South Memorial Parkway corridor in south Huntsville.

The Shopping Center Group will provide ?a detailed market analysis of existing and potential retail for the areas,? and focus on ?opportunity sites,? according to a news release from the city.

?The completion of this
retail recruitment study will allow us to further our efforts in the retail
development of key areas within our community,? said Mayor Tommy Battle. ?Our
economic development and planning departments will be using the results of the
study to work with property owners, brokers, and retailers to recruit new
business in these four strategic areas.?

Urban Development Director
Shane Davis said the study will take about 90 days to complete and it will be
updated through 2014.?

?We have major corridors
that have suffered through the recession and a decade of road construction,?
said Shane Davis, Director of Urban Development. ?We believe these corridors are
still a vital part of our urban infrastructure, and we look forward to pursuing
what might be possible.?

The $69,500 contract with The Shopping Center Group, to be paid in three installments over a two-year period, will be presented to the City Council on Thursday for approval.

Around our house: Baby shower for Grace

Last Sunday we had a baby shower for Sara & Grace. A lady bug theme! My BFF, Jocelyn and I worked all day Saturday to cook and decorate. It started at 12-3pm, open house style, the first half of the day was Sara's work friends...school friends...her Father's side of the family and my scrap girls. From 3-6pm, it was my family, Dwen's family and good family friends. Head count was 78 people, we made ham and turkey sandwiches with pasta salad for the lunch crew and Taco/nachos for the dinner crew. My daughter, my grand daughter and myself are so very blessed to have so many wonderful people in our worlds. Sara got TONS of stuff...the kid won't need clothes until high school! So very blessed! This is a photo heavy post....

Sorry it was so long...but wait until that baby gets her....you'll never visit my blog again! LOL

Christchurch Divorce Figures Soaring | Stuff.co.nz

Christchurch couples are divorcing by the "bucketload".

Dissolution of marriage applications are flooding Christchurch's Family Court and the registry support officer fears it may be only the first wave.

Family Court registry support officer Judith Millar said the court was receiving at least five divorce applications a day and many were now being posted in from Australia.

For the past four years, divorce rates have plummeted nearly 50 per cent in Christchurch from 1303 in 2008 to only 716 in 2011, Statistics New Zealand figures show.

Yet the Family Court has already received about 600 divorce applications so far this year, almost surpassing last year's total in only seven months.

"We are so busy with them. They are coming in by the bucketload," Millar said.

To apply for a dissolution of marriage certificate, a couple must be separated for at least two years and Millar said the recent break-up bulge could not be blamed on the Canterbury earthquakes, which only started in September 2010.

However, she personally believed the quakes could have fuelled a number of already separated couples to file for divorce because they had decided ?life was too short? and said she thought the divorce rate would continue to climb as earthquake breakups started to show in the system.

Relationships Aotearoa agreed, and said it was a ?reasonable assumption? the divorce rate would surge when marriages that had broken in the post-quake environment began to surface in the figures.

National practice manager Jo-Ann Vivian, who oversees 140 Christchurch-based counsellors, said there were ?consistent reports? of marriages and relationships dissolving post-quake.

The counselling agency had seen a large influx of referrals from the Family Court and Vivian said there was a ?whole list of reasons? why couples were struggling to survive in the quake-hit city's stressful climate.

Counsellors had reported issues such as job losses, increased work hours, financial concerns or one person wanting to stay in Christchurch while the other was desperate to flee.

There were also life-changing decisions being made on a daily basis, such as housing, insurance and a change of suburbs, communities and schools.

With an increase in stress levels, people often turned to drugs, alcohol or pornography, she said.

?These kind of massive decisions are being made in pressure-cooked environments at a time of ongoing aftershocks when people don't have the same resilience and flex of managing stress.

"When you put the whole package together, then no wonder couples are struggling in Christchurch.?

High-profile relationship expert and author Ian Grant said pressure from a crisis could either ?make or break? a relationship.

?If you don't mend the fences, or do the daily maintenance in your relationship when a crisis hits, then it all falls apart,? he said.

Cantabrians had ?been through hell? and he had no doubt their relationships had suffered because of it.

?If there's any shakiness in a relationship, the earthquake is the biggest shake to pull it apart,? he said.

?It's the final straw on the camel's back.?

Official: Assault rifle jammed in Colorado attack

AURORA, Colo. (AP) ? The semiautomatic assault rifle used by the gunman in a mass shooting at a midnight showing of the latest Batman movie jammed during the attack, a federal law enforcement official told The Associated Press, which forced the shooter to switch to another gun with less fire power.

The official, who spoke on condition of anonymity to in order to discuss the investigation, said the disabled weapon had a high-capacity ammunition magazine. Police have said that a 100-round drum magazine was recovered at the scene and that such a device would be able to fire 50 to 60 rounds a minute.

That account of what happened inside the Century 16 theater emerged with other details of a suspect described as a budding scientist, brimming with potential, who pursued a graduate program even as he planned the attack with "calculation and deliberation," police said Saturday.

James Holmes, 24, received shipments that authorities believe armed him for battle and were used to booby trap his home with dozens of bombs.

In Aurora, investigators spent hours Saturday removing explosive materials from inside Holmes' apartment a day after police said he opened fire and set off gas canisters in a theater minutes into a premiere of the "The Dark Knight Rises." The massacre left 12 people dead and 58 injured.

His apartment was rigged with jars of liquids, explosives and chemicals that were booby trapped to kill "whoever entered it," Aurora Police Chief Dan Oates said, noting it would have likely been one of his officers.

Holmes received several mail deliveries over four months to his home and school and bought thousands rounds of ammunition on the Internet.

"He had a high volume of deliveries," Oates said. "We think this explains how he got his hands on the magazine, ammunition," he said, as well as the rigged explosives in his apartment.

"What we're seeing here is evidence of some calculation and deliberation," Oates added.

Inside the apartment, FBI Special agent James Yacone said bomb technicians neutralized what he called a "hypergolic mixture" and an improvised explosive device containing an unknown substance. There also were multiple containers of accelerants.

"It was an extremely dangerous environment," Yacone said at a news conference, noting that anyone who walked in would have sustained "significant injuries" or been killed.

By late Saturday afternoon, all hazards had been removed from the Holmes' apartment and residents in surrounding buildings were allowed to return home, police said.

The exception was Holmes' apartment building, where authorities were still collecting evidence. Inside the apartment, authorities covered the windows with black plastic to prevent onlookers from seeing in. Before they did, a man in an ATF T-shirt could be seen measuring a poster on a closet that advertised a DVD called "Soldiers of Misfortune." The poster showed several figures in various positions playing paintball, some wearing masks.

About 8 p.m. Saturday, police left the apartment building carrying a laptop computer and a hard drive.

While authorities continued to refuse to discuss a possible motive for one of the deadliest mass shootings in recent U.S. history, details about Holmes' background as a student and would-be scientist trickled out.

Holmes had recently withdrawn from a competitive graduate program in neuroscience at the University of Colorado Denver, where he was one of six students at the school to get National Institutes of Health grant money. He recently took an intense three-part, oral exam that marks the end of the first year of the four-year program there, but university officials would not say if he passed, citing privacy concerns. The university said Holmes gave no reason for his withdrawal, a decision he made in June.

"The focus of the program is on training outstanding neuroscientists and academicians who will make significant contributions to neurobiology," the university said. The doctoral program usually takes five to seven years to complete, it said.

In a resume posted on Monster.com, Holmes listed himself as an "aspiring scientist" and said he was looking for a job as a laboratory technician.

The resume, first obtained in Holmes' home state of California by The Press-Enterprise in Riverside, paints a picture of a brilliant young man brimming with potential: He worked as a summer intern at the Salk Institute for Biological Studies in La Jolla in 2006 and mapped the neurons of Zebra finches and studied the flight muscles of hummingbirds while an undergraduate at the University of California, Riverside.

He also worked as a cabin counselor to underprivileged children at a summer camp in Los Angeles in 2008. In a statement, Camp Max Straus confirmed Holmes had worked there for eight weeks. The camp provided no other detail about Holmes but said such counselors are generally responsible for the care and guidance of roughly 10 children.

Neighbors and former classmates in California said although Holmes was whip-smart, he was a loner who said little and was easily forgotten ? until this week.

Mary Muscari, a criminology professor at Regis University in Denver who studies mass killings, said she was not surprised Holmes was studying neuroscience and mental disorders.

"It could be he was interested in that because he knows there's something different in him," she said.

Holmes was in solitary confinement for his protection at a Denver-area county detention facility, held without bond on suspicion of multiple counts of first-degree murder. He was set for an initial hearing on Monday and has been appointed a public defender.

Among the deceased victims was a 6-year-old girl and a man who died on his 27th birthday and a day before his wedding anniversary. Families grieved and waited at hospitals, which reported at least seven still in critical condition Saturday and others with injuries that likely are permanent.

Veronica Moser-Sullivan, 6, had gone to the movies with her mother, who was drifting in and out of consciousness in a hospital intensive care unit, bullets lodged in her throat and a gunshot wound to her abdomen.

"Nobody can tell her about it," Annie Dalton said of her niece, Ashley Moser. "She is in critical condition, but all she's asking about is her daughter."

Veronica had just started swimming lessons on Tuesday, Dalton said.

"She was excited about life as she should be. She's a 6-year-old girl," her great aunt said.

Another victim, 27-year-old Matt McQuinn, was killed after diving in front of his girlfriend and her older brother to shield them from the gunfire, said his family's attorney, Rob Scott of Dayton, Ohio.

Alex Sullivan had planned a weekend of fun, first ringing in his 27th birthday with friends at the special midnight showing of "The Dark Knight Rises" and then celebrating his first wedding anniversary on Sunday.

"He was a very, very good young man," said Sullivan's uncle, Joe Loewenguth. "He always had a smile, always made you laugh. He had a little bit of comic in him."

President Barack Obama, who called in his weekly radio address for prayer and reflection on the rampage, was scheduled to travel to Colorado on Sunday to visit with the families of victims.

During the attack early Friday, Holmes used the military-style semiautomatic rifle, a shotgun and a pistol to open fire on the unsuspecting theater-goers, Oates. Holmes had bought the weapons at local gun stores within the past two months. He recently purchased 6,000 rounds of ammunition over the Internet, the chief said.

Holmes also bought an urban assault vest, two magazine holders and a knife for just over $300 on July 2 from an online supplier of tactical gear for police and military personnel, according to the company.

Chad Weinman, CEO of TacticalGear.com, said his company processes thousands of orders each day, and there was nothing unusual in the one that Holmes placed.

"Everything Mr. Holmes purchased on July 2 is commercially available," Weinman said, adding he was "appalled" that the material was sold to Holmes before the shooting.

The Batman movie, the last in the trilogy starring Christian Bale, opened worldwide Friday with midnight showings in the U.S. "The Dark Knight Rises" earned $30.6 million in Friday morning midnight screenings and according to industry estimates roughly $75 million on that day. Nasdaq boosts Facebook compensation plan to $62 million

WASHINGTON/NEW YORK (Reuters) - Nasdaq OMX Group Inc plans to pay out $62 million in cash to firms that lost money in Facebook Inc's bungled initial public offering in May, modifying an earlier plan that drew intense criticism from market makers and other exchanges.

The plan, which Nasdaq filed with regulators late Friday, is $22 million larger than originally proposed in June. All accommodations will be paid in cash, a departure from the prior proposal, in which Nasdaq would have mostly compensated firms through trading credits or rebates.

All payouts are expected to occur within six months for firms that qualify and agree not to pursue legal action against Nasdaq, the filing said.

U.S. exchanges match hundreds of billions of dollars of securities transactions every day.

"If exchanges could be called upon to bear all costs associated with system malfunctions and the varying reactions of market participants taken in their wake, the potential would exist for a single catastrophic event to bankrupt one or multiple exchanges," Nasdaq said in the filing.

Liabilities at U.S. exchanges are capped in most instances. Nasdaq's cap is $3 million and the plan filed with the SEC is meant to increase that in this specific instance. But a firm could sue in the case of gross negligence, one legal source said.

Market makers, which facilitate trades for brokers, lost upward of $200 million in the IPO as technical glitches on Nasdaq's systems delayed the offering, and then left many investors in the dark for more than two hours as to whether their orders had gone through.

The market makers said Nasdaq's original plan fell far short. Some said they were weighing their legal options.

In its filing, Nasdaq said market makers that, on the day of the Facebook IPO, had covered client orders that were canceled but not confirmed in a reasonable amount of time, should bear some of the losses themselves. Nasdaq's plan calls for the market makers to bear 30 percent of the losses in these cases.

Orders are usually confirmed within seconds, but in this case, many orders made between 11:11 a.m. and 11:30 a.m. when the stock began trading, were not confirmed or processed until 1:50 p.m. That left market makers and other customers unsure of what they owned or whether their buy, sell and cancel orders had gone through. Some orders were lost altogether.

During the chaotic hours after Facebook debuted, market makers say they tried in vain to reach contacts at Nasdaq to find out about their positions in Facebook. They were also calling the SEC to make sure the regulator understood the gravity of the situation.

Nasdaq faces regulatory investigations into its systems and actions.

DEEP REGRET

The botched IPO has been a communications nightmare for Nasdaq, which prides itself on its technology.

It is also a black eye for an exchange industry already suffering from lost investor confidence after both the financial crisis and the "flash crash" in May 2010, when $1 trillion in shareholder equity was temporarily wiped out in minutes.

"We deeply regret the problems encountered during the initial public offering of Facebook," Nasdaq CEO Robert Greifeld said in a statement. "We failed to meet our own high standards based on our long history of providing outstanding technology to our members and exchange customers."

Greifeld said the exchange has learned from the experience and will continue improving its trading platform.

The Financial Industry Regulatory Authority, Wall Street's self-regulator, has agreed to evaluate claims submitted under the program. The filing of the accommodation program with the SEC begins a comment period, Nasdaq said.

Facebook's $16 billion IPO was to have been the culmination of years of breakneck growth for a social network that became a cultural and business phenomenon.

But the shares of the eight-year-old company founded by Mark Zuckerberg in his Harvard dormitory room have sagged since going public at $38 a share.

Facebook shares fell 0.8 percent on Friday to close at $28.76.

LOSSES

Nasdaq's four largest market makers in the $16 billion Facebook IPO -- UBS , Knight Capital Group , Citadel Securities, and Citigroup's Automated Trading Desk -- have estimated that they lost $200 million from Facebook trades entered May 18.

In addition, news reports have said UBS may have lost considerably more, perhaps $350 million.

Knight Capital and UBS have hinted that they could bring legal action against Nasdaq if the compensation does not cover their losses.

Citadel said it had no comment on the new plan, while the other market makers were not immediately available for comment.

The original plan also drew the ire of other exchanges, which said the idea of rebates -- which were scrapped in the new plan -- would force the firms to trade on Nasdaq.

NYSE Euronext and BATS Global Markets on Friday declined to comment on the new proposal.

PAYOUT CAPS

Nasdaq said in its filing that 45 minutes after all of the confirmations were sent out at 1:50 p.m. on the day of the Facebook IPO "would have been ample time for a reasonably diligent member to have identified any unexpected customer losses or unanticipated customer positions, and taken steps to mitigate or liquidate them" before trading closed at 4 p.m.

Using that timeframe, Nasdaq established a benchmark price of $40.527 as a maximum loss price parameter for determining accommodation payments. Losses over that benchmark price, regardless of their cause, are the responsibility of the member firm under the plan.

For orders that were placed to sell at the open that did not go through until later, when Facebook's share price had dropped, resulting in a lost, Nasdaq proposed in its plan, using $40.527 as the benchmark price, compensating a maximum of $1.473 per share per order.
