Did alleged homeless slayer kill woman, son?

Prosecutors plan to file two more murder charges against an ex-Marine accused of killing four homeless men in Southern California, this time in the stabbings deaths of a mother and son who lived near him.

Orange County District Attorney Tony Rackauckas announced the pending charges against Itzcoatl Ocampo in the stabbing deaths of Raquel Estrada and her son Juan Herrera.

Charges were dropped earlier Friday against Estrada's son Eder Herrera, 24, who was arrested shortly after the October killings in Yorba Linda.

"The case has now expanded from murdering random, vulnerable strangers to murdering people he (Ocampo) knew," Rackauckas told a news conference Friday. "It is chilling to know that these murders took place two months before the murders of four homeless men began."

"We no longer have sufficient evidence to hold Mr. Herrera in custody," Rackauckas added, according to City News Service.

"Since the filing of the charges against Herrera and Ocampo, there has been a significant amount of new evidence discovered in the case," he said.

Similarities
The Orange County Register reported earlier this week that detectives found similarities in the cases of the Yorba Linda deaths and the stabbings of four homeless men in December and January.

Estrada and Juan Herrera were killed in their Yorba Linda home, less than two miles from Ocampo's residence.

STORY: Homeless killing suspect warned his transient dad of danger

Estrada's son Eder Herrera was arrested the day after the killings as he drove from a friend's house.

Rackauckas said Ocampo and Herrera were friends from high school. He said DNA collected at Ocampo's home linked him to the Yorba Linda crime scene.

Ocampo is charged with stabbing to death four homeless men in a killing spree that terrorized Orange County in December and January.

Stabbed more than 40 times
The victims, James Patrick McGillivray, 53, was stabbed Dec. 20 near a shopping center in Placentia; Lloyd Middaugh, 42, was found Dec. 28 near a riverbed trail in Anaheim; Paulus Smit, 57, was stabbed to death outside a Yorba Linda library on Dec. 30; and John Berry, 64, was stabbed to death on Jan. 13, the day Ocampo was arrested.

Each of the four men was stabbed more than 40 times with a weapon believed to be a 7-inch, fixed-blade, military-type knife, authorities said.

Before Ocampo's arrest, police fanned out across the county better known as the home to Disneyland and multimillion-dollar beachfront homes to urge the homeless to be careful and seek shelter indoors.

Ocampo has been charged with four counts of first-degree murder, plus the special circumstances of multiple victims and murder by lying-in-wait.

Ocampo served in the U.S. Marines from July 2006 to July 2010 and was deployed to Iraq in 2008, according to the Marines.

(AP) ? Deadly clashes erupted between government troops and rebels in suburbs of the Syrian capital and villages in the country's south Friday in fresh violence that killed at least 20 people, including nine soldiers, activists said.

President Bashar Assad is trying to crush the 11-month-old uprising against his rule with a sweeping crackdown. Human Rights Watch said in a new report released Friday that in its bid to snuff out the revolt, the regime has detained and tortured children as young as 13.

With the violence in Syria growing increasingly chaotic, diplomatic efforts at the United Nations to find a solution to the crisis have gained pace. In New York, a senior State Department official said Friday the U.S. is "cautiously optimistic" of strong support for a new U.N. Security Council resolution condemning the bloodshed in Syria and calling for a political transition in the country.

The official said a draft resolution proposed late Thursday by Morocco would likely clear a Security Council vote later Friday or over the weekend, as it appeared to meet Russian concerns. The official spoke on condition of anonymity due to the sensitive nature of the diplomacy.

"From our perspective, this resolution fully supports the Syrian people and the Arab League," the official said.

The Syrian conflict has grown more militarized in recent months as army defectors have joined the uprising against Assad and formed a guerrilla force. The armed resistance has in turn provoked a heavier regime assault on areas where defectors are based.

Earlier this week, Syrian troops backed by tanks retook a belt of suburbs on Damascus' eastern outskirts in fierce fighting with rebel soldiers.

On Friday, similar clashes in the northwestern suburb of Daraya and in the mountains overlooking Damascus left seven civilians dead, activists said. In the towns of Jassem, Kfarshams and Nawa in the southern province of Daraa, clashes killed at least nine soldiers and wounded several others, according to the British-based Syrian Observatory for Human Rights.

In the northern province of Idlib, a roadside bomb killed two boys, state media and activists said. Two others were killed by security forces, according to the Observatory.

The Local Coordination Committees activist group said 21 people were killed nationwide Friday.

The United Nations estimated in January that at least 5,400 people have been killed in the crackdown, including soldiers who defected and those who refused orders to fire on civilians. But the U.N. has been unable to update its tally since because the chaos in the country has made it difficult to cross-check the latest figures.

On Friday, Human Rights Watch said in a new report that it has documented at least 12 cases of children detained under "inhumane" conditions and tortured, as well as children shot in their homes or on the street.

"Children have not been spared the horror of Syria's crackdown," said Lois Whitman, children's rights director for the New York-based group. "Syrian security forces have killed, arrested, and tortured children in their homes, their schools, or on the streets. In many cases, security forces have targeted children just as they have targeted adults."

The report quoted a 16-year-old boy from the town of Tal Kalakh near the Lebanese border as saying he was detained for eight months during which he was held in seven different detention centers, as well as the Homs Central Prison.

The boy, whom HRW referred to as Alaa, said security forces first asked him how many protests he participated in, and then cuffed his left hand to the ceiling and left him hanging there for about seven hours, standing on his toes.

"They beat me for about two hours with cables and shocked me with cattle prods. Then they threw water on the ground and poured water on me from above," he said.

In another case, the parents of a 13-year-old boy from the coastal city of Latakia told HRW that in December security officers arrested him and held him for nine days. According to his parents, he was accused of burning photos of Assad, vandalizing security forces' cars and inciting other children to protest.

Security officers burned him with cigarettes on his neck and hands, the parents said, and threw boiling water on his body.

An adult former detainee told the rights group that some children were raped while in detention.

Also Friday, activists reported protests across Syria, including in the central provinces of Hama and Homs, the northern region of Idlib, in towns and villages in the south as well as areas around Damascus.

The Observatory said more than 20,000 people marched in the streets of the southern villages of Dael and Nawa, where security forces opened fire to disperse the crowds. The report could not be independently confirmed.

Many of the protesters were commemorating the 1982 Hama massacre. The assault was ordered by Assad's father and predecessor Hafez Assad, following an armed rebellion by the outlawed Muslim Brotherhood group in the city.

Amnesty International has estimated that between 10,000 and 25,000 people were killed in the 1982 siege of Hama, though conflicting figures exist and the Syrian government has never made an official estimate.

The latest protests and clashes came a day after diplomats failed to reach agreement on a U.N. resolution aimed at ending the bloodshed in Syria, leaving discussions in limbo pending consultations with their home governments.

Envoys said that yet another text is being drawn up for them to send to their capitals for consideration.

The State Department official said the new U.N. draft resolution repeats all the conditions the Arab League had set and fully supports its call for a Syrian-led political transition. It also sets a deadline of 21 days to make progress on the resolution; if there is no progress, the issue returns to the Security Council.

While the draft doesn't contain any new sanctions, it gives the council an opportunity to revisit the situation, the official said. The official said the resolution should draw a strong show of support from the council's members.

Palestinians hurl slippers at visiting UN chief (AP)

EREZ CROSSING, Gaza Strip ? Relatives of Palestinians held in Israeli jails have hurled slippers at an armored vehicle carrying visiting U.N. chief Ban Ki-moon into the Gaza Strip.

About 40 relatives of Palestinian prisoners gathered at the Erez Crossing between Gaza and Israel, hoisting posters with pictures of their loved ones and signs in English and Arabic reading, "Ban Ki-moon, enough bias to Israel."

Two of them threw slippers at his car.

The relatives formed a human chain at the crossing in an effort to block Ban's vehicle, but Hamas security forces moved them away so he could enter Gaza.

Israel holds about 7,000 Palestinian prisoners. Relatives of prisoners from Gaza haven't been able to visit them in jail since 2006.

THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP's earlier story is below.

RAMALLAH, West Bank (AP) ? Israel must halt settlement building and present detailed proposals for a border with a future Palestinian state, visiting U.N. chief Ban Ki-moon said Wednesday, as he tried to persuade the Palestinians to continue low-level meetings with Israel that the international community hopes will evolve into serious negotiations.

Ban praised Palestinian President Mahmoud Abbas for his leadership and publicly backed him on key issues, including the demand for a freeze of settlement building on occupied lands the Palestinians want for their state.

With Abbas by his side, the U.N. chief affirmed that "all Israeli settlements are contrary to international law and prejudice" the outcome of a final peace deal.

At the same time, Ban urged the Palestinian leader not to let the current peace efforts lose momentum. The dialogue on borders and security arrangements began last month at the urging of the Quartet of Mideast mediators ? the U.S., U.N., EU and Russia ? which asked both sides to submit detailed proposals. The Quartet has said it wants a final deal by the end of the year.

Abbas has said the Jordanian-mediated exploratory meetings in Amman have run their course, but that he'll decide after consultations with the Arab League next week whether to resume them. "I don't like the word `closing the door to negotiations.'" Abbas said Wednesday. "Israel did not present encouraging offers in the Amman talks, but if it does, we will be ready (to resume talks)."

Earlier Wednesday, Ban met with Israeli Prime Minister Benjamin Netanyahu, who has rejected Palestinian demands for a settlement freeze ahead of any full-fledged negotiations, arguing that this is an unacceptable precondition.

Israel has said it wants to continue the exploratory talks.

"We are at a critical moment for Israel and the region," Ban said after his talks with Netanyahu. "I remain hopeful that the direct, frequent exchanges between the parties with continue."

Formal peace talks have stalled for more than three years, in large part over the settlement issue. The Palestinians say there is no point in negotiating as long as Israel continues to settle its population in the West Bank and east Jerusalem ? areas that the Palestinians want for their future state, along with the Gaza Strip.

Some 500,000 Israelis now live in these areas, and this week Netanyahu's government approved new financial incentives meant to lure more Israelis to the West Bank.

Continued settlement "does not help the ongoing peace process," Ban said. "They should refrain from further settlement for the sake of ongoing peace talks. This can be a way of expressing goodwill gestures."

Netanyahu appeared to rebuff Ban's request, saying the question of settlements "should be part of the final peace talks and final peace agreements." Later Wednesday, Netanyahu spoke by phone to U.S. Secretary of State Hillary Rodham Clinton. "Israel is interested in continuing talks with the Palestinians while maintaining security for Israel's citizens," Netanyahu told Clinton, according to his office.

Palestinian militants in Gaza fired six mortar shells into southern Israel Wednesday evening, Israeli police said. They exploded in open field without causing casualties.

On Thursday morning the U.N. chief is set to visit Gaza, as well as Sderot, an Israeli border town that is a frequent target of Palestinian rockets.

Ban on Wednesday appeared to take the Israelis to task for not having submitted detailed proposals on borders and security yet, as requested by the Quartet. The Palestinians say they have presented four-page papers on each issue, while Israel presented only general principles for border talks last week

Ban said he noted "with appreciation that the Palestinian Authority is forthcoming in presenting concrete proposals for territory and security, as called for by the Quartet," adding that he hopes "that now Israel will present its proposals."

Palestinian officials have said the Israeli principles mean, in effect, that Israel wants to keep east Jerusalem and large chunks of the West Bank. Any proposal that leaves all of east Jerusalem under Israeli control is likely to be rejected by any Palestinian leader.

Responding to Ban's comments, Netanyahu said he recognizes "there has to be an agreement, probably a painful agreement for us given our passion for these historic lands." But he complained that "the real cause of this conflict" is the Palestinians refusal to recognize Israel as the homeland of the Jewish people.

Israel has also accused the state-run Palestinian media of broadcasting hatred and incitement against Israel and Jews. Asked about the alleged incitement, Ban said: "Hate speeches or provocations, they are not helpful, they are not acceptable."

Also Wednesday, two Palestinian journalists said they were detained for several hours and questioned by Palestinian security forces, one after mocking the Palestinian leadership and the other after reporting about alleged corruption at a Palestinian diplomatic mission.

A Palestinian government spokesman confirmed one case but did not comment on the other.

Is a Time Share Right for Your Family? - Travel - EzineMark

?

Vacation time sharing arrangements can be a great way to purchase a vacation home and spend time with your family. However, time share vacations are not for everyone. There are both pros and cons to time sharing properties. A look at both will help you determine if this is the right vacation choice for your family.

?

PROS:

?

1.

Time sharing is cheaper than hotels in the long term. Over a decade or two, these savings can really add up, and might eventually equal the cost of the property itself. In other words, it could literally pay for itself over time.

?

2.

Vacation properties have better accommodations than hotels. It?s like living in an apartment, not in a tiny room. This is a big advantage if you?re traveling with a family.

?

3. Deeded time sharing properties are real property that you can sell, deed to heirs or rent. Note that not all properties are deeded.

?

4. Your time can be exchanged for time in another property in your property network. You have a choice about where you want to vacation.

?

5. If you own a vacation property, you will go on vacation. With people so busy these days, many people never bother to take a real vacation. Having a vacation already booked and planned will make it easier for you to take the time away.

?

6. Time sharing provides flexibility if you can?t make it one year. Property exchange companies allow you to bank your week, or you can rent your property.?

?

7. These vacation properties require less maintenance and effort than a traditional vacation rental. You?ll have lower maintenance costs, pay only for the time you use each year, and not have to furnish or decorate the unit.

?

CONS:?

?

1. There are a few scams and unethical dealers out there. While they are the exception, you do need to be sure you?re dealing with one of the majority of property agents who are completely trustworthy.

?

2. Although time sharing allow flexibility, some people want to be able to pick up and go whenever they want, rather than having to go at a certain time each year.

?

3. Exchange may be more trouble, or more expense, than you expect, and what property you buy will determine when and what you can exchange for.

?

4. Your time share is most valuable in the long run, but you pay for it up front, and your money is tied up in it. Time sharing properties are not liquid. Plus, if you finance, you?ll be paying interest, so keep that in mind.?

?

5. Time sharing vacation properties are not an investment. While your property may be deeded real estate, it won?t appreciate and should not be considered an investment opportunity.

?

6. Properties can be difficult to sell. If you take a look at ads of properties for sale by owner, you?ll understand why your property will be most valuable in the long run. Selling a unit is not easy.

?

7. Properties come complete with annual maintenance fees and sometimes special assessments. If you?re expecting and ready for these fees they are not a big deal, but they should be noted.

?

So what?s the bottom line?

?

Time sharing vacation property ownership might be right for your family if you?re looking for a long-term vacation home, are willing to vacation at a regular time each year, don?t expect this to be an investment, and most importantly, can afford it.

?

If you want more flexibility of when and where you go, have a shortage of upfront money, or are looking for an investment, time sharing properties are not for your family.

Home Healthcare Austin TX | Senior home care Austin Texas (TX ...

Knowing the difference between home care and home health care can be difficult at the start. When an elderly family member originally begins to need assistance, it can be a scramble to figure out which assistance are necessary and when. If the senior requires an injected medication or nursing care while improving from an operation, then home healthcareis needed. If the elderly family member needs help in bathing, cooking or housekeeping, then home care can provide the assistance.?

?

?

Home care and home healthcare are different in two ways.

Home care offers non-medical services and is not paid for by by Medicare, although some home care companies and agencies may be licensed by the states. Home care services are private pay services, meaning the patient or the patient?s family will pay personally for home care. On occasion long-term care insurance may handle home care as well. Home health care, however, is medical care that is contained by health insurance or Medicare. To receive home health care, a senior or a patient must be homebound and in need of assistance of medical care as identified by a doctor. Medicare may in addition include non-medical providers performed by a home health aide, but these services are only covered when additional medical care at home is important. Typically these non-medical services materialize at the same time as medical care visits.

Home care offers non-medical services to seniors and patients recuperating from operations. Assistance in bathing and dressing are typical home care services. Other duties home care workers deliver include light housekeeping, meal preparation, running errands and transportation. Assistance in walking or exercise and other light assistance to make life easier are included by home care professionals. As the population ages, home care agencies proliferated to meet the requirements of the elderly who like to stay in their homes, but who might require help to do so.

Home healthcare is doctor-prescribed, and is supplied by skilled medical personnel such as nurses who can dispense medication. Physical and occupational therapists could also be involved in the health care treatment. Home health aides may be appointed to help out with activities of daily living. These services will probably be covered by Medicare as long as other medical care is also necessary.

Home care workers can present medication reminders, but cannot administer the medication. Home care workers also assist with daily living activities such as making meals, light housekeeping, assisting with bathing, running errands and providing transportation to appointments. Home care services are privately paid by the patient, senior or their family. Long-term care insurance may also cover home care services.

White HTC Sensation with ICS coming to Europe from Mar. 1

Android 4.0 OTA update for other Sensation phones "soon"

Ice white Sensation

According to a press release from HTC's Dutch wing, the manufacturer is preparing to launch an "ice white" version of its Sensation smartphone from Mar. 1, with the latest version of Android in tow. The Dutch presser indicates that the new Sensation revision will ship with Android 4.0 Ice Cream Sandwich, and that the ICS update will be rolling out over-the-air to other Sensation models "soon".

Besides that, it's an HTC Sensation in a slightly different color -- same specs, and most likely a similar price point. We're not complaining though, as the Sensation was one of our favorite phones of 2011, and it's looking better than ever with its new lick of paint.

What's a little baffling, however, is the timing of the release -- we're expecting to see a bunch of new HTC phones at Mobile World Congress in Barcelona, just a few days before this thing's due to launch. In any case, we're sure Sensation owners will welcome the news that their long-awaited ICS update is just around the corner.

This meditation on movement and space, transportation and transcendence is not to be missed.

What the filmmaker has created is an inspired simulacrum - a jewel-box that contains more of Bausch's kinetic soul than film has any right to.

Crane and steadycam allow Wenders to get so close to the action that in the minimalist Caf? M?ller, one's illusion of being on stage is uncanny.

"Pina"is the best possible tribute to Bausch, and to adventurous image-making.

I watched the film in a sort of reverie.

Whether you're familiar with Pina Bausch's work or not, the new film "Pina" is a knockout.

This seems like a ripping good idea. In practice, "Pina" turns out to have a few problems.

Suggests thrilling new possibilities for the marriage of movies and dance.

Even for someone who would rather count sheep than attend a ballet, these scenes are nothing short of astonishing, beautifully presenting dance's ability to depict words.

You won't hear the names Merce Cunningham, Martha Graham, Paul Taylor or Bob Fosse breathed herein.

An exhilarating experience, both in its celebration of Bausch's groundbreaking work and in the thrilling way that Wenders captures it on camera.

It's not an overview of Bausch's career or a statement on her art, but a celebration of her work and the dancers who bring it to life.

This is a stunning film, a glorious homage to modern dance and one of its premier authors and the best justification of 3D technology to date.

With a breakout use of 3D for artistic rather than solely commercial blockbuster purposes, German director Wim Wenders gives extraordinary life to the work of choreographer Pina Bausch.
